WATER HEATER CHECKLIST

Replacing a Water Heater in Laurens: Permit and Inspection Checklist

A water heater swap is the most common permitted plumbing job in a house. Here is how it works inside the city and out in the county.

  • City fee, first $1,000 of valuation: $60.00
  • County fee, first $1,000 of project value: $50.00
  • Inspection notice (City): 48 hours

Public fees and survey figures, not plumber prices.

Is it permitted work?

Yes, in almost every case. The City of Laurens requires a permit to install, alter, repair, remove or replace any plumbing system regulated by the code, and the small-repair exemptions cover only stopping leaks, clearing stoppages and fixing valves or fixtures without replacing them. Replacing the water heater replaces the appliance and usually its connectors, relief valve piping and, for gas units, the venting. A gas water heater also involves the gas system, which the City FAQ groups with plumbing as work that must be done by a contractor holding a South Carolina license.

What the permit costs inside the city

The City prices permits by project valuation, using the table below from the FY 2026-2027 fee schedule. A water heater replacement usually falls in the first one or two valuation steps. The permit fee is doubled if the work starts before the permit is obtained, except that genuine emergencies may be filed the next working business day.

What it costs in the county

Outside city limits, Laurens County charges by project value too, with its own steps. The County also doubles the fee for working without a permit.

Questions to ask the installer

Will the new unit fit the space, and does it need to be the same fuel and size? Is the relief valve discharge piped to an approved location? Is a thermal expansion tank needed on this water system? For a gas unit, is the venting being checked and replaced as needed? For a unit over a finished floor, will it have a drain pan with a drain? Is the old unit being hauled away? Is the permit in the price, and who schedules the inspection?

Get the answers in writing in the quote. They are the items an inspector looks at, and a quote that skips them is not comparable with one that includes them.

The inspection

The City requires 48 hours' notice for inspections, with the address, permit number, inspection type and a site contact. Someone needs to give the inspector access to the water heater location. If the inspection fails, or the inspector cannot get in, a re-inspection fee applies. The re-inspection checklist has both the City and County figures.

When the old heater fails on a weekend

Shut off the cold water supply to the heater and its power or gas. If it is leaking, open a hot faucet and the drain valve to empty it into a floor drain or outside with a hose. Inside the city, emergency replacement can go ahead, with the permit application filed within the next working business day. Keep the receipt and the permit number together.

Rebates and utility programs

Laurens CPW sells electricity and natural gas as well as water, and runs customer programs such as Switch-To-Gas. Ask CPW whether any current program applies to a water heater before you choose a fuel type, and get the details in writing; this site does not list program amounts because they change.

Tank or tankless, gas or electric

Most replacements are like for like, because that is the simplest and least expensive swap. A change of type or fuel adds work: a tankless gas unit often needs a larger gas line and new venting, and a heat pump water heater needs space and air around it and a condensate drain. Switching from electric to gas involves the gas system, which inside the City must be done by a contractor holding a South Carolina license and is inspected.

Ask for two prices if you are considering a change: one for a like-for-like replacement and one for the upgrade, each including the permit. Laurens CPW supplies both electricity and natural gas, so its customer service can tell you whether gas is available at your street before you plan around it.

Think about where the heater sits as well. A unit in an unheated crawl space is harder to service and exposed to cold; a unit over a finished floor needs a pan and a drain. Moving it is a bigger job, but sometimes worth doing at replacement time.

Signs a water heater is near the end

Rust-colored hot water, a rumbling or popping tank, water around the base, or a relief valve that drips are all signs the heater is aging. A unit more than about a decade old with any of those symptoms is a candidate for planned replacement rather than an emergency one. Planning lets you get quotes, file the permit in advance and choose the replacement, instead of taking whatever is on the truck on a Saturday night. Check the manufacture date on the label, which is often coded into the serial number.

Water heater checklist

Confirm city or county. Get two written quotes that list the relief valve piping, expansion tank, venting and drain pan. Confirm the installer's South Carolina license. Confirm the permit is filed. Give 48 hours' notice for the inspection inside the city. Keep the permit, the inspection result and the model and serial number of the new unit with your house papers.
